Moosa Elayah is an Associate Professor at the Doha Institute for Graduate Studies in Qatar. He is also the Managing Editor of Hikama (Governance) Journal and holds a Ph.D. from Leiden University, the Netherlands. His work focuses on governance and innovative service delivery during conflicts in MENA and beyond.
